Iraqi Prime Minister Haider al-Abadi has reacted angrily to a controversial bill presented in the US Congress that aims to split the country into three entities along ethnic and sectarian lines. Abadi spoke to US Vice President Joe Biden on the phone after the bill was introduced in the US Congress on April 27. The Iraqi premier expressed concern over the bill telling Biden that he is opposed to such a plan that is aimed at weakening the unity of Iraq. It is actually aimed at dividing Iraq.
The plan, the latest in a series of US statements and reports over the years, is included in the draft of the US annual defense bill released by the House Armed Services Committee on April 27. It urges the US government to recognize separate Kurdish and “Sunni” states and provide them with at least 25 percent of the $715 million aid money to the Iraqi government.
According to the bill “the Kurdish Peshmerga, the Sunni tribal security forces with a national security mission, and the Iraqi Sunni National Guard [should] be deemed a country.” The implication of the bill is that this “would allow these security forces to directly receive assistance from the United States.” Iraqi officials have reacted angrily to the latest proposed bill. Iraqi Interior Minister Salem al-Ghabban in a May 2 meeting with US ambassador Stuart Jones warned that the bill “is a serious threat to the campaign against the ISIL Takfiri group” operating in Iraq and Syria. He also said “This demand was totally rejected by Iraqi religious authorities and people because it creates disorder in unity of the nation of Iraq.”
The Americans have had this plan in the works for a long time. As early as 2005, an article in the American Soldier Journal, Colonel Ralph Peters had talked about the Middle East’s “blood borders” and proposed redrawing these borders along ethnic lines. Biden himself had proposed in 2007 to split Iraq into three separate entities. One wonders what he said to Abadi when the latter called him to protest the bill in Congress.
The mayhem unleashed in the region—Iraq, Syria, Lebanon, Sudan, Yemen etc—is all part of a carefully crafted plan in which these countries would be weakened so that the Zionist state can be protected. The plan is being implemented systematically even if there are setbacks along the way. What the Iraqi central government needs to do is to not only reject the US plan but to create a conducive atmosphere inside the country so that all groups—Shias, Sunnis, Kurds, Arabs etc—feel they have a stake in a unified Iraq.
Unfortunately, the previous government headed by Nouri al-Maliki went on a sectarian tangent alienating a lot of Sunni tribes that helped facilitate the emergence of the takfiri terrorists. Unless governments formulate policies that would address the legitimate grievances of all constituencies, they run the risk of supporting the very irredentist forces they claim to be fighting.
