


There is a clear break between the Egyptians and Saudis despite the Saudis having given billions in aid to Cairo.
Even though Saudi Arabia pumped $23 billion into the Egyptian economy in three years, Cairo and Riyadh have drifted apart. This is largely the result of the divergent outlooks in the policies of the two regimes. Both are illegitimate but the Egyptians see a Saudi hand manipulating the terrorist groups everywhere. Further, Cairo views these groups as destabilizing the entire region, not to mention the longevity of the Saudi regime itself. President el-Sisi is simply hedging his bets.
