The term “regime” is strictly reserved for those governments that refuse to kowtow to western demands or wish to maintain their independence, regardless of their domestic popular support.
For instance, despite the high levels of popular participation and the legitimacy of the system in Islamic Iran, it is consistently branded as a “regime” by the western corporate media.
In contrast, puppet states that fulfill western demands are referred to as “governments,” even when their human rights record is atrocious.
The Najdi Bedouins in the Arabian Peninsula provide a stark example.
Despite being a one-man dictatorship and suppressing even polite calls for human rights, they are never labeled a “regime” because they serve as a puppet for western imperial interests.
